He was gurjar pratihara not gujjar. Gurjar refers to gurjaradesa(old name of gujarat) which the pratiharas conquered. Gujjar are herders and petty cattle raiders or bhainschor.

Thats the reason they were listed as criminal tribe for so long. Brits didnt classify certain groups as criminal tribes out of the blue. Various nomadic groups living on fringes of civilisation were already infamous for being highway robbers even before brits.
