write js logic for responsiveness or
develop UI first like a basic display just so that we can figure and test things out when js logic doesnt work.

You always need to have a basic low fidelity design, you can parallely learn tools like figma and create high fidelity designs. Then implemenet those in html and css.
JS is when you want dynamic elements etc. first experiment things html and css.
