you are wrong here, HAL needs to get order only then it can place order for engines. GE404 assembly line closed around 2016 since there was no further order. the Tejas mk1a order came way to late around 2021.
government could have sped up the order for mk1a or mk1 early they didn't, HAL can't just order engines without confirmation of orders.

Whether it is purposeful or not, but it's a fact that delivery of engines have been delayed. HAL placed 99 orders for GE404 in 2021 and GE delivered 5 in 2025 against the promise of 12 engines. They already delayed the engine delivery by 2 years, since the earlier promise was for 2023
<GE Aerospace has informed the Indian government that it will commence delivery of F404-IN20 engines for the TEJAS MK-1A by April 2025, which is two years behind the initial schedule. The original delivery was scheduled to start in March 2023.

GE has given excuse of production issues which is well established so you can search if you have issues with that. it's not hogwash or anything don't comment if you don't have any knowledge about issues.

design of amca was already conceptualized by 2015, aircrafts obviously revolve around the engine and that time GE414 was thought to be the usual choice. though there's going to be AMCA mk2 with indigenous engines based on the work of safran and gtre.
another thing you are forgetting or not telling is that hal isn't designing, it's a production partner for tejas aircrafts, its the ADA which is doing the R&D.
