No. "Fresh hona" means literally naha dhoke ya haath muh dho ko fresh hona but it could(not explicitly) mean haggu karna. But it doesn't on its own mean that

Dk man, I think getting fresh in urban areas like bhangilore or mumbai/pune means haggu while In rural areas (non tier 1 cities) it assumes your definition
