Jury is out on Rekha Gupta. Time will tell. But for most people, clean streets are a non issue. I used to hate this before, now I get it.

* most people don't have disposable income to enjoy city streets. Outing is just food, because a lot of people strive for just that.
So nice Urban development is a good thought. But it will become a priority, once the basic income and purchasing power is higher.
Indian elites don't want this. Their business model including TCS, Infosys etc is running sweat shops of service sector. Others rely on poverty for cheap labour, servants etc.
Getting European kind of development, comes with more rights and pay for the bottom layer, which means rich families do not get access to many servants for throwaway prices.
