Projects are purposely made shitty so they keep getting contracts. a reliable product doesn't make money typeshit.

And just too much corruption and gundaraj. Its just easier to take cuts in poverty ridden areas with no regulation or authorities. Local netas can't do shit to contractors because they themselve take the biggest cuts.
