For Tier 1, flyovers are non negotiable. You need them to manage traffic. The views are unbeatable in return , citizens get to see development from up above, going through skyscrapers and power plants and industries.
underground has many issues, prime one being that garibs will start squatting and muslims will start putting stones on rails to kill people etc.
Future lies in Tier 2 with good and cheaper infra. Land will be cheaper to acquire and can do with normal trams or low speed metro's
