usually old part of the cities are worse, newer part are better off. Issue is big cuz

Western cities then actually went on major development route, one of the cities had entire area lifted up by 10s of meters and underground passage were built.
Tokyo has huge underground facility which stores additional overflow to prevent flood like situations.
